On 1 June, Tallinn transitioned to a new planning register, integrating planning processes, document management, and public engagement into a single digital platform. "The planning register is a vital tool for city specialists, planners, and residents alike. This new solution makes information more accessible and provides all interested parties with a clear overview of the status and progress of any planning application," said Tiit Terik, Deputy Mayor for Urban Planning.
"The register also supports the organisation of Tallinn's larger planning initiatives, such as the preparation of the master plan, while improving data availability. It allows multiple procedural steps to be handled in parallel, making the process smoother, more efficient, and fully traceable." The decision to create a new register arose because the previous system had become technically and functionally outdated. It no longer met Tallinn's objectives of making planning procedures faster, more efficient, and more transparent. The new system was developed with user needs at its core and has been designed to be adaptable for future requirements.
"Planners, real estate representatives, and other partners contributed to the project through working groups, providing valuable input into the solution," said Martin Karro, Head of the City Planning Department. "I am pleased that we were able to complete the development in just one year, thanks to the excellent cooperation with our IT partner, AS Datel, and our industry stakeholders. We will continue to refine the register to enhance the user experience and further streamline planning procedures."
